On May 06, Nizhnekamskneftekhim General Director Azat Bikmurzin met with relatives of employees of the contracting organizations OOO Prichal and the OOO Stroitelno-montazhnaya obyedinennaya kompania, who suffered in the accident at the IM plant on April 19. From Nizhnekamskneftekhim the meeting was attended by the First Deputy General Director - chief engineer Ilfat Sharifullin, Deputy General Director for personnel and social issues Rodion Bulashov, chairman of the trade union committee Fanis Murtazin and other specialists.
Azat Bikmurzin, General Director of Nizhnekamskneftekhim, noted that it is very important that the injured persons and their relatives have complete information on the actions taken by the Company’s management both in the first minutes of the emergency and on the follow on support and assistance provided, as well as on the progress of the work of the commission the emergency investigation. He spoke in detail about how all the necessary organizational issues have been solved for provision of medical assistance in the first minutes of the accident.
- We have done everything to ensure that the injured employees of the contractors who participated in the overhaul were provided with the most efficient assistance from the very first minutes. The President of the Republic of Tatarstan Rustam Nurgalievich Minnikhanov, having learned about the accident, called and immediately asked: “What help do you require?”. He immediately ordered to organize all the necessary support to the injured persons. The Minister of Healthcare of the Republic of Tatarstan Marat Sadykov arrived in Nizhnekamsk, and we, under his leadership, together with the Deputy General Director of TAIF JSC Rustem Sulteev, Aidar Metshin, head of Nizhnekamsk Municipal District, and my deputies have been solving the placement of the injured persons and the tactics of their treatment all night long: we visited the Naberezhnye Chelny Emergency Hospital, we immediately got in touch with chief combustiologist of the Russian Federation, Professor Andrei Alekseev, received all necessary recommendations, and also contacted the Nizhny Novgorod burn center. Kazan specialists of the Republican clinical hospital arrived too, together with them the management and specialists of Nizhnekamsk central district multi-field hospital have taken urgent measures. Two seriously injured persons have been delivered to Kazan Republican clinical hospital by helicopter”- said Azat Bikmurzin.
Throughout the following days, according to the Company’s Chief Executive, provision of required medical supplies and equipment, and accompanying the relatives have been taken under control. The continuous communication has been established with the management of the medical institutions where the patients were located. Together with the shareholders, immediate decision has been taken on provision of charitable financial assistance up to one million rubles to the injured persons, depending on the severity of the damage to health.
General Director Azat Bikmurzin also spoke about the progress in determination of the causes of the accident on April 19.
- For me as a manager it is important to have a complete objective picture of what happened and undertake everything to prevent something like happen again. The investigative committee is doing its work, a criminal case has been initiated, a full-scale investigation is being conducted, witnesses are being interviewed. We have continuous communication with all supervisory authorities. The competent commission, that includes representatives of all departments, is headed by the leader of Rostekhnadzor Boris Germanovich Petrov. We have no reason to hide anything from the injured persons or their relatives - he explained to those present.
Participation of the injured persons or their representatives in the work of the accident investigation commission is legally allowed: Rostechnadzor is responsible for organizational issues. The final conclusions of the commission on the causes of the accident will be announced after the completion of this work.
As noted by Azat Bikmurzin, in addition to charitable assistance from Nizhnekamskneftekhim, the injured persons will receive payments of up to 2 million rubles from the insurance company with whom Nizhnekamskneftekhim insured its civil liability in the operation of production facilities in accordance with the federal law. The funds will also be allocated to assist in subsequent rehabilitation treatment including the health resort one.
At the direction of Azat Bikmurzin, the Company's legal division will create a reminder for the injured persons with the information about where and when according to the law they can apply for compensation for the actual damage.
- During the entire period from the time the accident had occurred, the heads of all the departments in close cooperation with each other provide all possible assistance and do whatever is necessary for the speedy recovery of the injured people. Four patients have now been released from hospitals, and the doctors also note that the other ones are gaining in health too, - said Azat Bikmurzin.
During the meeting, specific issues from the relatives have been discussed. The Chief Executive assured that Nizhnekamskneftekhim will make every endeavor to solve them, and not a single question will be left unattended. To ensure prompt solution of appeals from the injured persons and their relatives the authorized persons are always available for communication from the first day of the accident.
