PJSC 'Nizhnekamskneftekhim'


Methanol project has been supported and approved by the public

Today, a public hearing was held at the College of Petrochemicals and Oil Refining. The project documentation was reviewed, including the materials of the Environmental Impact Assessment (EIA) of Nizhnekamsk in the NMR of the Republic of Tatarstan relating to a facility of the state environmental examination "Construction of methanol production capacitating to annual 500 thousand tons" of PJSC Nizhnekamskneftekhim.

The discussion was attended by Mr. Airat Shigapov, the Deputy Minister of Ecology and Natural Resources of the Republic of Tatarstan, representatives of the Executive Committee of the city of Nizhnekamsk and the NMR, deputies of the Nizhnekamsk City Council, public officials, experts, and residents of the city and the region. 308 people were registered to the public hearing.

Nizhnekamskneftekhim presented a new methanol production project, which will be built using the most modern technologies.

Azat Bikmurzin, the General Director of Nizhnekamskneftekhim, welcoming the audience, in his speech focused their attention on the big job the company is carrying out in the field of reducing the environmental impact. Since 2001, air emissions have been reduced by 57%. A large-scale revamp of biological treatment facilities has been successfully carried out with introduction of the most modern technologies. An action plan has been developed to further reduce air emissions. The new methanol production is one of the important projects to minimize environmental impact.

As part of the project documentation, engineering surveys were performed, including environmental surveys, which have not revealed any factors that impede the planned construction. Ms. Elena Afanasyeva, the deputy director for engineering, Moscow office of NIIK, the Carbamide and Organic Synthesis Research Institute, spoke about this in her report. As part of the EIA revision, a public health risk assessment was carried out, and project approval was obtained from the authorized bodies of the Republic of Tatarstan - the Ministry of Ecology and Natural Resources and the Center for Hygiene and Epidemiology. The NIIK has provided additional actions to minimize negative environmental impacts, which will facilitate the reduction of atmospheric emissions by 43.8% and reduce water consumption by 34.4%.

To evaluate how the projected methanol production will affect atmospheric air quality and public health, special calculations on the dispersion of pollutants in the atmosphere were performed. The calculation result analysis indicates to compliance with the MPC for populated areas at all control points. For all substances, emissions are in line with the regulations. It was established that the introduced air pollution by the designed production given by emissions of PJSC Nizhnekamskneftekhim will not pose a risk to public health, which is confirmed by the conclusion of the RT Hygiene and Epidemiology Center issued on 27 September 2019. There are none of vibration and electromagnetic effect sources in the designed facility.

Mr. Anton Tokinov, the project manager of methanol plant noted in his report that the new methanol production will by 3 times reduce emissions of harmful substances into the atmosphere, compared to the outdated plants built over 40 years ago. The Haldor Topsoe unit is designed in such a way that it allows processing and using 70 thousand tons of carbon dioxide as an additional source of raw materials, that is, CO2, which is currently emitted into the atmosphere.

In addition, the project provides for the absence of contaminated effluents, which will be achieved by multiple purification and return to the process cycle of all streams. And the unit does not require changing the size and boundaries of the sanitary protection zone. It will be built at the site of three dismantled, morally and physically outdated units designed and commissioned back in the 60 to 70s of the last century. In addition, emissions from diesel locomotives involved in the transportation of methanol will decrease by 100 tons per year, which is about 7,000 tanks per year.

The construction of a new methanol production facility in Nizhnekamsk will have a positive effect on the socio-economic development of the region. More than 200 new jobs will be established, employment opportunities for graduates of local universities and colleges will appear, and tax payments to the budgets of the republic and city will increase with the growth of rubber production.  

According to Mr. Rodion Bulashov, the Deputy General Director for Human Resources and Social Affairs, being the next speaker, Nizhnekamskneftekhim plays a significant role in the social welfare of the city. As a follower of Nikolai Lemaev’s traditions, the legendary head of Nizhnekamskneftekhim, whose 90th birthday is celebrated this year, the company continues its city-forming mission. Over the past five years, 522 million rubles have been allocated for the improvement of Nizhnekamsk. Charitable funds were allocated for the repair of municipal, intra-quarter and industrial roads, the reconstruction of the Kama River embankment and the improvement of Nikolai Lemaev Square. At the expense of the company’s facilities, a pedestrian area adjacent to the Neftekhim Arena Ice Palace was equipped, and funds were allocated for the repair of the House of Folk Arts, which had been donated to the city. Further plans for the improvement of Nizhnekamsk were announced, including the reconstruction of children's health camps, the development of sports infrastructure and the construction of a high-tech medical center.

After the presentation of the project, anyone could ask questions of interest, to which comprehensive answers were given.

As a result of an open vote, public hearings were acknowledged valid. The attendees at the hearing approved and supported the scheduled activities for the planned business project “Construction of methanol production with a capacity of 500 thousand tons per year” of PJSC “Nizhnekamskneftekhim.
