The delegation from SIBUR, which included top managers and leading specialists of the company's head office, representatives of BIAXPLEN LLC, Sibur-Neftekhim JSC, Zapsibneftekhim LLC, Voronezhsintezkauchuk JSC visited the largest petrochemical enterprise in Russia, PJSC Nizhnekamskneftekhim. It was a call-back visit to Nizhnekamsk – in July, for three days, the petrochemists got acquainted in detail with the business processes at partner enterprises, established personal contacts, and exchanged experience in solving problems common for the industry.
In the petrochemical capital of Tatarstan, a rich program awaited the SIBUR delegation. During four days, representatives of the holding company visited Nizhnekamskneftekhim main production facilities and those ones under construction. The guests have been to butyl and synthetic rubber plants. They turned their attention to a new SSBR and TEP production facilities.
Sibur specialists were interested in processes, a built-up logistics system, digital technologies used at the enterprise.
- Nizhnekamskneftekhim resembles the entire town. I am very glad that we have the same values related to development and improvement. For me personally, as a person responsible for efficiency and development, this is flattering, and at the same time I see synergy and the opportunity, as I said to the engineers of Kazanorgsintez, to communicate in the same language of future. As regards rubbers, our activities together with the management in Voronezh and Krasnoyarsk are a field for synergy. In Nizhnekamsk, rubber was historically given emphasis. Nizhnekamskneftekhim has a lot of developments, licenses, and efficiency proposals that are useful for SIBUR, shared impressions Igor Klimov, SIBUR Managing Director, Board Member, technical official on production efficiency, energy and resource supply issues.
Delegates from SIBUR inspected the olefin complex under construction, on the construction site of which 2,207 specialists are currently involved, a total of 4,019 persons have been mobilized by Gemont (including support staff). The guests were also shown another important investment project of Nizhnekamskneftekhim – a new CCGT-TPP, 495 MW capacity, which will become a reliable energy basis for both existing and new petrochemical plants. On August 24, specialists at ССGT plant made the first connection of the generator of the gas turbine unit No. 1 to the network with a ramp up of 23 MW electric power and electrical energy output 110 kV Zharkov power distribution station.
During the excursions around the enterprise, the participants discussed the implementation of projects in the field of sustainable development and environmental protection, in which both companies have made significant progress. During a visit to the biological treatment facilities of Nizhnekamskneftekhim, its specialists presented their practical activities of wastewater treatment and neutralization of wicked chemical odors using microorganisms.
Discussion of the observed and presentations continued during the business sessions. The participants touched upon a variety of issues – the arrangement of labor protection and industrial safety, social investments, training and professional development of employees, and much more.
- In the course of work, it turned out that both Nizhnekamskneftekhim and SIBUR are interested in the same issues, the level of understanding of their solutions is practically the same, it is uniplanar. This is an important touchpoint. And I would like to note that SIBUR has its own philosophy, systematic approach solving issues, high professionalism, extensive expertise. TAIF and Nizhnekamskneftekhim have advanced technologies and competencies in the field of rubber production. I believe that symbiosis will become a solid basis for interaction, – emphasized Airat Safin, General Director of PJSC Nizhnekamskneftekhim.
The results of the four-day visit to Nizhnekamskneftekhim were positively assessed by both parties. The guests from SIBUR noted that the dialogue turned out to be as open as possible and enriched all its participants with new knowledge.
PJSC Nizhnekamskneftekhim products have been awarded at a specialized exhibition arranged within the Tatarstan Petrochemical Forum, which was opened today in Kazan. Rustam Minnikhanov, a president of the Republic of Tatarstan, took part in the official ceremony of forum opening.
The Company has been awarded with I degree diploma in the nomination “New Products” for the production of thermoplastic elastomer, SBS-300L grade. The Company launched the output of these elastomers in 2021.The new product is highly sought by road surface manufacturers as it contributes to road bitumen quality enhancement and service life increase. Polymer pellets are also applied for roofing materials manufacturing. At present, PJSC Nizhnekamskneftekhim has mastered the production of two grades of thermoplastic elastomers: SBS-330L and SBS-330B.Tatarstan Petrochemical Forum will be held within three days. The participants will be able to exchange the ideas, discuss key issues of the economic sector with the Russian and foreign specialists and demonstrate the latest developments and technologies. Over 150 companies are participating in the forum this year.
Vladimir Popov, an employee of PJSC Nizhnekamskneftekhim, has been awarded with a title “Honored Chemist of the Russian Federation”. He was personally awarded by Rustam Minnikhanov, a president of the Republic of Tatarstan, at the official ceremony occasioned with the Republic Day. The event took place today in the Kazan Kremlin.
Vladimir Popov is an operator at the Synthetic Rubber Plant. He has been working at the enterprise for 39 years in total. Vladimir took an active part in launching production of new rubber grades - Ethylene-Propylene-Diene Rubber (EPDM) and Polybutadiene Rubber with Neodymium Catalyst (SKDN). During his years in Nizhnekamskneftekhim Vladimir has trained tens of young workers both at his own workshop and other Nizhnekamskneftekhim production facilities.Aleksei Shashkin, an electrician of Electrical Equipment Operation and Maintenance Division (Industrial Area II), has been awarded with a title “Honored Power Engineer of the Republic of Tatarstan”. Aleksei took active part in the construction of Halobutyl Rubber production facility, performed activities on installation and adjustment of the state-of-the-art system of distribution substations automatic switch over that allowed to reduce number of electrical equipment trips.
The recent August days were marked for PJSC Nizhnekamskneftekhim by an important event in the implementation of the project for the construction of an in-house 495 MW CCGT-PP. Two months after the firing up of the first gas turbine unit the specialists of the station in cooperation with General Contractor representatives (OOO Siemens Energy and ENKA) have performed first synchronization with the electrical power network.
Following the performance of the necessary pre-commissioning activities, on August 24, 2021 a first hook up of No.1 gas turbine unit generator into electrical network and 23 MW power ramp-up was performed with energy output to 110 kV distribution station “Zharkov”.
In September, it is planned to perform first synchronization of the second gas turbine unit with power output to electrical network. Concurrently with this, a whole complex of commissioning of the main and auxiliary equipment continues at the CCGT-PP. The CCGT-PP personnel is actively participating in commissioning activities and gains in experience of the foreign specialists.The new power plant will provide reliable power supplies to both existing and future production facilities of PJSC Nizhnekamskneftekhim.
On August 20, 2021, public hearings were held on the project "Reconstruction of the Production Shop No. 2520 existing facilities for the new EP-600 ethylene production complex". A total of147 people took part in the discussions of the project documentation materials. Discussions were held at the premises of MBGEI "Secondary School No. 7" via videoconferencing.
The First Deputy General Director, Chief Engineer of PJSC Nizhnekamskneftekhim, Irek Alyamov, addressed the audience with a welcoming speech. Oleg Grishakov, Deputy Chief Engineer for Environmental Protection, Head of Environmental Safety Department of PJSC Nizhnekamskneftekhim presented information on sustainable development of the company.
Onward at the hearing a number of reports, dealing with the designed facility performance and the envisaged activity, the environmental impact assessment materials, as well as the measures aimed at preventing and minimizing undesirable environmental effects were considered. Victor Zotov, Director of S&PR Plant, made a presentation on the reconstruction facility. It is referred to the tank farm of the production shop No. 2520, which is currently used for acceptance, storage and shipment of products and semi-finished products of PJSC Nizhnekamskneftekhim plants. Modernization of this tank farm is carried out within the framework of implementation of a new olefin complex EP-600 construction project in order to provide acceptance and storage of its marketable products.
According to Ruslan Kyaryushev, Chief Project Engineer at OOO KHIMPROMPROEKT, the reconstruction will result in replacing the old tanks commissioned in 1977 with new ones. It is also planned to equip an open pumping station for pumping over and pumping petroleum products to the oil loading/unloading rack. All process equipment will comply with modern safety requirements - it will have double mechanical seals or be hermetically sealed.
The reconstruction of the park will significantly reduce the negative impact on the environment. Arkady Yaroshevsky, director of Ekada-T Ltd. told about that in his report. He noted that the complex will be equipped with an automatic foam extinguishing system, a stationary irrigation system and air pollution sensors.
The changes will also affect the loading and unloading racks. As part of the upgrade, all loading and unloading operations will be brought up to standard requirements and automatized, ensuring a leak-proof loading and unloading of products, thus avoiding the emission of substances into the atmosphere.
Following the results of the public hearings on the project documentation and EIA materials for the facility "Reconstruction of the Production Shop No. 2520 existing facilities for the new EP-600 ethylene production complex" of PJSC Nizhnekamskneftekhim, they were deemed to be recognized as valid.
Projected measures as per the envisaged activities - implementation of the project "Reconstruction of the existing facilities of Shop 2520 for the new EP-600 ethylene production complex of PJSC Nizhnekamskneftekhim" - were approved and supported by the participants of the public hearings: 88 persons voted "for",1 person-abstained.
A few days ago another, but not a less important stage in the construction of the new olefin plant EP-600 of PJSC Nizhnekamskneftekhim was completed - several compressors were installed at a time. This equipment, weighing more than 50 tons, is designated to supply plant and instrumentation air to the production shops of the plant, necessary for the operation of all shutoff and control valves as well as instruments of future production units.
The installation of the compressors was preceded by the extensive work associated with the foundation preparation and installation of the auxiliary devices. 120 people are involved in this process. It is planned that all the necessary work on the compressors installation will be completed before the onset of cold weather, including the construction of the compressor building.In the meantime, the EP-600 construction is in full swing – works, involving 3,716 specialists, are underway on all fronts. Currently, 30% of the construction and installation works have been completed - underground networks and foundations are being arranged, structural steel pipe racks and stack-frames are being erected, pipeline process equipment and cable trays are being installed.
With comfort and social distancing - the central gatehouse located at the territory of PJSC Nizhnekamskneftekhim first industrial area was opened after its repair. This event was preceded by a hard and thorough work of several departments and services of the enterprise, led by the Department of Economic Security, Safety and Regime, as well as the Facilities Administration.
The project of the renovated A-2 security gatehouse was developed by specialists from the Company's Design Centre. They created the optimum layout of the security gatehouse, as well as the entrance junction, taking into account the existing rules for security and anti-terrorist protection at the facilities of fuel and energy complex.
The engineering idea was launched in June this year. OOO Trest Tatspetsneftekhimremstroy was the general contractor of the project. Its specialists performed a tremendous volume of work under tight deadlines - from dismantling the security gatehouse to erecting of new blocks for accommodation of a spacious entrance hall with an area of over 600 m2, household and service premises for the security company and the access control desk. According to the project, the workers expanded the area of the security gatehouse in order to increase its capacity and create comfortable conditions for the staff to pass through, as well as to maintain social distance and unobstructed passage of the plant's employees, which is particularly vital in the current context of the coronavirus infection spread.
For example, the entry checkpoint area was doubled - 12 full-height rotor turnstiles were installed instead of 6 turnstiles. They are equipped with proximity card readers and arch metal detectors. Additionally, monitors and barriers, as well as Metro-type swing doors were installed to ensure orderly human flow. For the convenience and comfort of the company's employees, the entrance hall will be heated during the cold period.
There is also an information board at the gatehouse area, which displays data on the date and the current air temperature. In addition, the entry checkpoint is decorated with a LED city board - a kind of electronic version of the Board of Honour - here one can see photos of petrochemists who made a great contribution to the development of PJSC Nizhnekamskneftekhim.The landscaping works performed at gatehouse area will be completed within the next few days - lawns will be arranged and lighting will be installed. At the same time, the finishing works on the building's facade cladding and the arrangement of the service and amenity rooms are underway.
"Night at Neftekhim", under this name an unusual excursion took place at PJSC Nizhnekamskneftekhim on 29 July. On this day, the young people of Nizhnekamsk had a unique opportunity to see the work of the enterprise at night for the first time. The event was organized on the eve of the Company's birthday – 31 July marks the 54th anniversary of the production of the first product at Nizhnekamskneftekhim.
They came here to admire the peculiar beauty of the numerous lighting lamps located at the process columns, industrial and administrative buildings of the enterprise, and to find out how the round-the-clock continuous work at the production plants was organized, they were about total 30 people.
The excursionists underwent safety instructions and set off on an exciting journey around Nizhnekamskneftekhim. The enterprise greeted them with thousands of lights that illuminate its territory at night. About 55 000 special lamps are used at the company's process units. All luminaires are equipped with energy-saving lamps, which have replaced the outdated lamps. 200-watt incandescent lamps were replaced with 44-watt lamps as part of the lighting network turnaround program from 2011 to 2017.
All this made it possible to reduce power consumption, increase the illumination of workplaces and production sites, ensure the safety of work and the safety of the technological process in the dark.
The organizers of the excursion made up the route in such a way that the visitors could get acquainted with the history of formation and development of PJSC Nizhnekamskneftekhim, see the production process on-line in a continuous mode. Thus, the activists, accompanied by Mr. Aidar Vagizov, Deputy Chief Process Engineer of PJSC Nizhnekamskneftekhim, Ms. Elvira Dolotkazina, Assistant General Director for Work with Municipal Bodies and Mr. Oleg Shumkov, Chairman of the Trade Union Organization of the Company, visited the production facility, from where the history of the enterprise began, - the Central Gas Fractionation Unit (CGFU No. 1 ). On 31 July 1967, the first products were produced here. The excursionists visited the control room of the Central Gas Fractionation Unit, where they were told how the production process is carried out.
During the excursion, its participants learned a lot of interesting things about the Сompany. For instance, what kind of products and what types it produces, where it is used and where it is shipped to, why the flares are burning, how long are the pipelines at Nizhnekamskneftekhim and the internal railways. Tourists received comprehensive answers to all questions of interest.
The final point of the visit to the Company was a new production of SSBR Plant, where rubber is produced for the manufacture of environmentally friendly, so-called "green" tires, and thermoplastic elastomers for the manufacture of road and roofing covering materials. SSBR production process engineer, Mr.Damir Ibragimov, told the excursionists in detail about the properties of the new products and their areas of application. At the end of the excursion, every participant received a small piece of SSBR rubber as a souvenir.
When sharing their impressions of the night trip, Nizhnekamsk residents noted that the excursion turned out to be interesting, unusual and memorable.
On July 29, 2021, volunteer emergency response teams of the Company's divisions took part at the GSO-3 gas rescue training ground exercises. Mr. Airat Safin, General Director of PJSC Nizhnekamskneftekhim, greeted the participants of the competition. He noted the importance of enhancing the level of readiness of personnel for eventual emergencies.
Educational and training sessions are the main forms of acquiring practical skills in the localization and accident response by executives and specialists, personnel, non-staff emergency rescue teams. In general, the Company annually conducts about 5,000 drills and training sessions.
During the exercise, the teams of volunteer emergency response had to show their practical skills required to rectify the emergency situations. The competition included four stages.
It was necessary to remove and install plugs on the gas pipeline, remove the victim from the vessels, find and take the victim out of the gas-polluted area, and provide first aid.The exercise covered 13 teams. According to the results of the competition, the team of the SK Plant took the 1st place, the Plastics Plant took the second place, and the Water and Sewerage Lines and Waste Water Treatment team took the third place.
The hearings were held at the premises of the MBOU DO Children's Ecological and Biological Center by the videoconference. One hundred and forty five people attended the discussion.

Mr. Oleg Grishakov, Deputy Chief Engineer for Environmental Protection, Head of the Environmental Safety Department, spoke about the company's sustainable development and environmental programs at PJSC Nizhnekamskneftekhim. He provided information on the project for the modernization of the wastes landfill, which is an important environmental protection facility, and its modernization will improve the ecological component of the Nizhnekamsk Region’s life.
Ms. Elena Petrova, Chief Engineer of SK Gidrokor LLC, made a report on the modernization project. She noted that the industrial waste landfill site was built according to the project of Giprokauchuk Design Institute and was put into operation in 1982. It is intended for storage of solid and slurred industrial waste of hazard classes III and IV. The waste landfill site is divided into two areas: a production area and a secondary area. The production area is a system of 48 map deposits isolated from each other.
As part of this modernization, it is intended to revamp the existing positive cut-off (diaphragm wall), that will ensure the protection of the soil and groundwater from the penetration of filtrate water from the landfill due to avoidance of the passage of groundwater through the landfill site and the release of contaminated water to the neighboring area. The changes will also affect the arrangement of the drainage system for collecting surface water, and the removal of leachate from the landfill. The regulating pond will also be modernized with an increase of the accumulating capacity and a platform for surface drainage, and collection of storm water will be equipped.
Revamp of eight waste disposal map deposits is planned to bring them in line with the current regulatory documents. The works include the leveling of the base of the areas with backfilling using uncontaminated soil, waterproofing of the bottom and slopes of the map deposits with geosynthetic materials.
Decommissioned will be 36 deposits. In this connection, reclamation actions will be carried out there.
The design solutions also provide for the modernization of the secondary areas of the landfill.
The activities scheduled in terms of the revamp are aimed at preventing and reducing the adverse effects of the facility on the environment (soil, surface and underground waters, atmospheric air), and to increase the service life of the landfill and bringing it up to environmental safety requirements. The scheduled timeline of the activities planned is maximum three years, including the phase of design and survey works.
Ms. Elena Petrova also noted that the finding based on the assessment materials for the impact of the project "Modernization of the Wastes Landfill" on the environment showed that the project documentation meets the requirements of the Russian environmental laws.
At public hearings, everyone could ask questions of interest and receive comprehensive answers to them.The hearings were acknowledged valid, and the draft EIA was brought to the attention of the population. The project "Modernization of the Wastes Landfill" was approved and supported almost unanimously: 134 people voted in favor, only 7 people abstained.
